If your running out of energy on a Necro your doing something wrong.
Also...You say HCR twice....do you mean HSR or HCT. Either way it's preferable to +energy

1. This has been handled elsewhere, but it's easier to repeat than go find the link for you:
If all of the spells with recharges you care about are Death skills, then you want a 20/20 wand plus a 20HCT/20% +1 Death focus.
If you have spells that are not Death skills with recharges you care about, then you want a staff with 20HCT-Death(head), 20HRT-All(inherent), 20HCT-Death(inscription), and 20% +1 Death(wrapping). As compares to the wand+focus set, this option trades away 2e in exchange for the 20HRT on non-Death spells.
Another possibility is dual 20/20 is you have Death spells that you really care about the recharge.
+5e in place a of a 20HCT mod is a good poor-man's option, mainly because Ghail is a pretty easy farm.
2. Uh, End, my current MM build runs right up to - and sometimes over - the edge on energy with 15 SR and CC at 18 death for e-management. (SR is just not what it used to be. Izzy really butchered it and it's still waiting to be restored.) And I daresay that any MM who isn't running tight on energy isn't stomping hard enough on OoU.
3. Which bring me to another point, AotL? On a player build? Sub-optimal choice. Sounds like you need some work on your build. That I'm going to tell you to use search for.

If I run death (which i hardly ever do anymore because heros are strong) I run a 40/40 set and a 20/20 set. the 40/40 set is for the death skills and the 20/20 is for any PvE skills I may have. As a necro +energy on a weapon shouldn't be considered in PvE because SR is still strong no matter what anyone says. If you are using this on a hero I usually just give them a 40/20/ +1death or 40/20/+30hp staff. Its cheap and effecient.

HCT+HSR all the way.
You don't often need energy on a necro anyway, but just in case, have a second weapon set of +15 energy/-1 regen wand and +15 energy/-1 regen offhand. Hotkey swap to it when you're out of energy in 40/40 and as soon as you finish casting, switch back. This way the -regen doesn't really hurt you. You're just borrowing some energy until you can get kills for soul reaping bonus.
+ If this is for a hero 40/40 anyway. Having an extra 5 energy pool isn't going to help you.

Is Order of Undeath good for hero?

OoU is great on a hero. Be prepared for a hero to sac to death once in a blue moon though. But its amazing damage, I often run dual OoU heroes + EBSoH on myself. If your only corpse-utilizing skills on the hero are Fiend + Vampiric then they tend to maintain the best mix automatically.

They are not very smart with it. They'll sac to death with it, or use it while under heavy fire, or use it before minions are in position, etc. It still works to some degree because it's such a strong skill to begin with.

run this staff with these mods:
death staff that can have inscriptions on it
inscription: aptittude not attitude 20% HCT items attribute spells
staffhead: adept staffhead 20% HCT of death magic spells spells
staff wrapping: staff wrapping of enchanting 20%
that way all your death magic spells will cast faster and let u finish missions faster.
Enchants will last longer(which means your hero will cast them less frequently saving time again)
conclusion: spend like 15k to get a staff and u will earn it back over time
